And the finale starts right where it left off, with Mellie meeting with Rowan...ehem..."Damascus." Can you imagine if Mellie took Fitz up on his offer last episode to accompany her to Springfield? This would be a very different scene, but then again, I'm sure Papa Pope would have a Plan B ready to go. Anywho...Rowan/Damascus/Papa Pope tells Mellie he's a huge fan and that she's been quite an example for his daughter (he has jokes!). He then tells Mellie he's willing to support her campaign, being the billionaire that he is, if they discuss a few causes that are important to him. He then passes her a folder with pictures of her messing around with Andrew Nichols! Mellie sends Elizabeth North out of the room and then asks him who he is. He clarifies, you don't ask who I am. You ask what I need! Also in the folder is Fitz' Remington File. Rowan insists that Mellie ask him what he needs, and so she finally asks. What does he want? A list...a list of names...Mellie then asks Elizabeth North to get her a list. What list?!!!
Grand Jury proceedings for Remington have begun. First on the stand is Jake. David refers to Remington as the birth of B-613. Liv tells Jake to tell the whole truth, no matter what, with the goal of taking down her father. Afterwards, David says Jake did great.
Back at the White House, Fitz received a call from Liv discussing how good he must feel after Mellie's speech in Springfield. Fitz then tells her he's on his way to stand with Clarence Parker as the Brandon bill is being enacted. He then gives Liv props for getting Clarence Parker into the White House, as well as Susan Ross. Kind of an ode to season 4. They get off the phone, and in runs Huck saying something happened...
Jake and David are on the scene, as well. David comes out of a bus and vomits. The grand jurors were executed on the bus!
Liv, Jake, Huck, Quinn, and David convene at Liv's office. David is ready to quit, but Liv says they must avenge the deaths of the jurors. David tells Liv that he got a call that the court stenographer was killed by a hit and run driver while walking her dog, BUT she doesn't have a dog! He tells them everyone who heard Jake's testimony is dead except for him and Jake.
David: While I live for justice, I don't want to die for it.
Back at the White House, Elizabeth asks Mellie if there's anything she needs her to do, and Mellie tells her she needs her to keep her mouth shut. Mellie tries to get Cyrus' attention, but he keeps telling her Fitz has more important things to do than worry about her campaign. In the midst of trying to ignore Mellie, he tells Abby he hasn't heard back from David so David can deal with the press himself. As Cyrus continues to walk on, with Mellie still trying to get his attention, you can see a look of worry on Abby's face. Mellie finally pulls him to the side and tells him she killed those grand jurors. Yep, that must have been the list of names Rowan asked her to get him!
Meanwhile, Jake tries to comfort Liv, and she tells him she's sick of being comforted and fighting and losing. She's sick of Rowan being in her way and being his child. She goes on a rant that she wants Command, leaving him with nothing. Jake offers to help her, but she says it doesn't matter where she goes or what she does she is still his prisoner. Then a light bulb goes off when she reflects on the word "prisoner"...she goes to talk to her mother.
Liv tells her mother she was able play Papa Pope and said she won. But her mother responds back by pointing out she's living out the rest of her days in a cell, that's not winning. Liv tells her she could have killed him if she wanted to and she wants to know how her mother did it. Her mother tells Liv that she is so vain! Haha! Her mom is so cold! She then tells Liv she needs to come back down to the real world, where everything doesn't revolve around Liv. Then her mother makes a valid point, her father has many enemies, but they don't realize he exists! Interesting!
Back at the White House, Mellie and Cyrus are talking about the murder of the grand jurors. She tells him she just gave a list of names. It becomes a conversation about Cyrus' belief that Mellie does everything for herself. In her defense, Mellie tells Cyrus all the things Damascus/Rowan knew about including what they did to Sally's husband, Defiance, and Remington. When she says Remington, Cyrus jumps up and says he will take care of it. He then instructs Mellie not to tell Fitz.
Liv, Jake, Quinn, and Huck go to the CIA Headquarters. Liv tells them she plans on telling the head of the CIA about her father, but the head of the CIA finds it hard to believe. Liv starts pulling out files to prove it, but then she realizes from the look on the face of the woman who is the head of the CIA, she already knew about B-613. So Liv poses the question, what are we going to do about it. The head of the CIA has her team assembled. Hmmm...
Cyrus goes to talk to Rowan and call him out for making Mellie give him the list of jurors. Rowan tells him he didn't kill David as a personal favor to Cyrus, saying confirmation hearings can be laborious! LOL!!! Dang, is that the only reason David is still alive? LOL. Well at least we know he's not dead like Abby probably suspected when Cyrus said David wasn't returning his calls. Then Cyrus confirms that Rowan saved his hide, as well as theirs. To which Rowan told him, and now they owe him.
Back at the White House, Elizabeth once again tells Mellie she is willing to do anything Mellie needs her to do. She even says, she's fine with what happened to the grand jurors if it means Mellie is going to win. But then she says Mellie needs to tell her everything that happened with Damascus/Rowan so she can do her job. Don't do it Mellie!!!
Instead of meeting with her team, we see the head of the CIA meeting with Cyrus asking if this is why Cyrus wanted Liv killed and if that's why she was being auctioned off. She tells Cyrus they all knew about B-613, but it was supposed to be a small team of 4 or so killers, not the enormous secret operation it's become. She says it ends now and she's having Rowan arrested. Cyrus basically tells her if she tries to touch B-613 they'll take her down first. Well he called her honey, noting he doesn't remember her name (low blow and rude), and refers to B-613 as the sleeping lion that bites off honey's face when it's poked. OUCH! Then we see Liv and Jake escorted out of the CIA headquarters and into cells.
At the White House, Fitz is speaking to a small intimate crowd, and begins to speak about Mellie in admiration. He then gives a toast to his best friend and Virginia's next Senator, Mellie Grant! Sweet moment. Awww...
David goes to speak with Cyrus, telling Cyrus to go ahead and fire him. Cyrus says why would he fire David. He already knows David and his pressure points, well specifically his one pressure point...Abby. He then basically uses Abby to threaten David. Dang! And with that David goes to Liv and Jake to get them to sign a document to recant their statements about B-613. David uses Jake's mom to threaten him, and Jake to threaten Liv. A vicious cycle of threats. Liv and Jake both sign.
Abby asks Cyrus if he's spoken to Liv, and Cyrus says no. Abby calls him out on all the lying and tells him to have a soul. Cyrus says he's tired of it too, but it's his job. And refuses to tell Abby anything.
Liv is back at home, and she receives a call from Papa Pope. He applauds her efforts and tells her if her goal was to wipe away Command she succeeded. Enter imposter "Plunkett" from last episode. We see him killing the remaining agents that could identify Rowan (but does that include Russell? And does Jake not count? Seem like loose ends to me), setting a bomb off in the truck with the files, and then getting killed by Rowan (is this the first time we've seen Rowan actually kill someone himself? Guess it makes sense. How else could he get rid of the loose ends). We then see that Cyrus has Liv's mom sign a document denying knowledge of B-613 in exchange for her freedom. Rowan is dead with Command, but Eli Pope is free! Then he tells her to sleep well! #DropsMic
Then we see Mellie speaking to a crowd as the new senator for Virginia! Go Mellie! But backstage, Elizabeth slips up and tells Fitz she's glad it's all behind them. He of course asks what she is referring to. She then tells Fitz about Damascus, after saying she thought he knew. Fitz asks who it was, and she says I don't know but then says maybe he will recognize him and shows Fitz a picture of Mellie and Rowan. Mhmmm...Elizabeth. Why do I feel like she's telling Fitz on purpose? Is she working with Rowan? Also, this reminds me of what Jake said about Papa Pope wanting Liv to find out about him and Russel. Like he wanted Fitz to find out he was involved. Fitz asks Elizabeth what Rowan asked Mellie to do. We see Elizabeth telling him something, but we don't hear what she's saying. Then Mellie calls Fitz out to the podium, and you see Elizabeth smiling.
Meanwhile, Liv tells Quinn and Huck it's pretty much over. But Quinn suggests they use the $2 Billion they stole form B-613. Then we see, Rowan being arrested for embezzlement. Liv and Jake go to see Rowan in the holding cell and say there was an anonymous tip that Rowan, or I guess we should call him Eli now, has been embezzling money from the Smithsonian since he became the head. Eli says he's gotten through much worse, but Liv reminds him...it was Rowan who did those things, not Eli! Womp, womp. She walks out saying they couldn't take down Command, but they can take down Eli Pope.
Then we cut back to the office where Quinn storms in after Huck asking him why he's working for Rowan, because she knows that was his work on those grand jurors. Huck tells her to get out, and Quinn pulls a gun out on Huck and threatens to shoot him if he doesn't sit down. Huck says he didn't have a choice and didn't want to do it. He says he didn't want to lose his family. Quinn calls him an animal that doesn't deserve his family, Quinn or Liv. She says the best thing she can do for him is kill him, and then he asks her to kill him.
At the White House, Mellie, Fitz, and Cyrus are having a celebratory glass of champagne. Mellie makes the comment that Cyrus will still have a place at the White House when she's president, but Fitz asks if she thinks he would let her become president after what she did. He tells her he knows about the jurors. She tells him she was trying to protect Fitz and both of them. He says they are not a team and that she doesn't know what she did wrong. He then tells her to get out. Not just out the room, though. He tells her to pack her bag and get out of his house! Ummm...side eye...like Fitz hasn't killed anybody, and knowingly! Mellie just gave a list of names. Mellie tries to approach him, and he adds, "Before I throw you out." Fitz is the biggest hypocrite. After Mellie leaves the room, Fitz tells Cyrus he knows everything, including that Mellie told Cyrus, that Cyrus met with the CIA and had Liv arrested, and that he worked with Rowan (the man who murdered his son!). He then tells Cyrus he's fired! Well, I don't feel bad about that. Good riddance to Cyrus!
Liv and Jake go back to her apartment, but Jake doesn't go in with Liv. When she asks why he isn't coming inside, he says his mission is complete and this is where the ride ends. Yes, he said mission. He said B-613 is gone, Command is in jail, and he delivered Liv back home safely. He says Eli and Fitz both asked him to look after her and made her his mission. He says he is in love with her, but she's in love with Fitz. He then tells her to go take what's owed to her. Though when she said that earlier she was referring to taking her father down, not Fitz.
Then we see Mellie and Cyrus leaving the White House. And then...Elizabeth North moving into Cyrus' office! I knew she was looking out for herself the whole time!
Then Fitz goes to Liv's apartment, but no answer. Side eye at the secret service agent who asked if he wanted them to open the door...smh! Fitz returns to the White House, and Liv is already there. I think I vomited a little in my mouth. Sorry, I'm just not a fan of how this is all going down. Sorry, just the way I feel.
So next season will start with Liv and Fitz publicly together, Mellie in the Senate, Elizabeth North as Chief of Staff, Mama Pope on the loose (and I'll guess Papa Pope will be on the loose by then, c'mon he's Papa Pope), and Cyrus jobless and with nothing to lose (I mean he does have a daughter, but that never seems to stop him from doing wreckless things). Will have to wait and see the status of Huck, Quinn, Jake, Abby, and David. I mean we didn't even see what happened after Quinn had the gun to Huck's head and he told her to go ahead and kill him. It sure reminded me of the end of Of Mice and Men, and we know how that ended. Jake said his mission is over and Liv did as he said and went to Fitz. David has already proclaimed he's not willing to die for justice and was fine with being potentially fired. And I suppose Abby is still at the White House, since she took Cyrus' badge. Where will Season 5 take us? Is Command truly gone? Is B-613 truly dissolved?
